unable to download svn dlls due to redirects

Bug Description

Downloading from the subversion.tigris.org recently changed. The dev builds are still hosted there, but now redirect to another location, which seems to set a cookie in your browser and then redirects you back to the original location. I don't quite understand the details, but the build script ends up getting infinite redirects trying to download them.

So the immediate solution is to just host the .zip files on Launchpad, which I'm going to attach to this bug.
