Bug Description
As with Banshee and Amarok, setting ratings with QuodLibet doesn't work. While panflute gets the correct rating, clicking the stars doesn't change anything. Also, panflute doesn't honor quodlibet's number of ratings setting (see ~/.quodlibet/
Panflute Version: 0.6.2-0ubuntu0~
QuodLibet Version: 2.2.1-0~ppa1~lucid

The first part (setting ratings does nothing) is essentially the same bug as #576521: the applet doesn't give any indication when the player (there Amarok, here Quod Libet) doesn't provide a way to change a song's rating. This behavior has been fixed in the source repo: now when the player doesn't support changing the rating, the applet will ignore clicks on the rating stars, and indicate in the tool tip that it can't set the rating.
The second part (hard-coded number of stars) is a bug; I wasn't aware that was something that Quod Libet lets you configure the rating scale via a config file. That should be fixable.
