Bug Description

Give the Status page (https://wiki.ubuntu.com/UbuntuOne/Status) more exposure on the Ubuntu One website as a place that subscribers and prospective customers should review to learn more about the service.

Add links to /support, plans, in the subscription path, on the common footer, and on the dashboard page (under the "Service status and updates" text).

For the /support and plans links, position the Status page as a place to check first should customers notice something wrong with Ubuntu one.

A link in the subscription path should tell customers to check the status of the service before subscribing.

The Dashboard text should just be something like "Current service status".

I'd be happier if even that one little thing was done. It wouldn't entirely 'fix' the bug, but it would be an important step in the right direction.

The attached branch will add the link to /support, /dashboard and the nav in the footer.

I'm going to wait on adding it to /plans and to the subscription process because I'm currently starting the process of revising that. Should have those changes ready to roll next week.

Because of our increased stability, I'm going to make this as fix released. Please re-open if we still need to insert the status page at some point in the purchase path for one of the plans.
