Bug Description
Evergreen version: 1.6.0.x and later
When editing an existing hold or circ matrix matchpoint entry in the local administration circ or hold policy matrix, user permission match values do not carry over to the matchpoint entry editor. In particular, this always occurs when attempting to edit the second matchpoint during a session.
