upstream bugtracker "Inkscape" should be named to "SourceForge"

Bug Description

When selecting an upstream bugtracker to link a bug to, the "Inkscape bug tracker" is available, but actually links back into the full SourceForge bug tracking system. Can this be renamed so that other projects that use SourceForge can find this tracker?

currently you need to register each Sourceforge bugtracker individually. You can see a list of registered bugtrackers here:
https://launchpad.net/malone/bugtrackers

The outcome is that we should be able to merge all the SF trackers together into a single entry. We can generate URLs like the following, which work with bugs attached to any project and tracker within a project:

    http://sourceforge.net/support/tracker.php?aid=$BUGID

So we don't need to record the group_id and atid in the registered bug tracker.

Put a branch up for review that adds a "SourceForge.net Tracker" entry, and merges all the existing SOURCEFORGE type bugtrackers into it.
