Desktop is in english after an installation in French

Bug Description

Binary package hint: ubiquity

I selected 'French' during the installation, all the installation occured in french but after reboot, all the UI is in English excepted the Clock/Calendar applet.
The french language packs have been installed during the initial setup.

Did you have Internet connection during the installation? Did you choose first English on the Live CD and then French when installing?

I used a wired internet connection, it is up and running and detected during the installation.
I've tried a fresh installation from the LiveCD and a Wubi installation on a French W7 and both installation show the same behaviour.
The first installation screen is in french, 'Français' is preselected on the left list and I clicked on 'Installer Ubuntu'.

I have tried with normal ubiquity (not wubi) and my system was installed in Spanish, so this must be just a Wubi issue.

Nevertheless, I got another issue related to translations: bug 656165

This is related to bug 656037

French is not included in the CD, and, therefore, without the needed software sources, the lang packs are not installed.

I confirm that the langpacks are not installed during initial installation.

The Netbook edition is not affected and the langpacks are installed.
