Binary package hint: xserver-xorg-video-intel

Effects are disabled by default. Once enabled, each time a kwin effect is triggered, there is a distracting flash on the screen. Makes effects difficult to use.

This is fixed by updating to the mesa in the sarvatt/mesa PPA.
