SVG emblems too large, requires a "Vacuum Defs" from Inkscape

Bug Description

The SVG emblems at /usr/share/icons/Human/scalable/emblems are too large. A "vacuum defs" in Inkscape makes these files a lot smaller. For instance, emblem-certified.svg is 608KiB to begin with, but after a vacuum, it is only 5.7KiB.

This is a replacement emblems directory (from bazzar) with the fixed files. (Only changes to them are the unused defs being removed).
