trying to configure apache2 to recognize perl and ran into this problem

Hello Emmanuel, thank you for taking the time to file this bug report and help make Ubuntu better!

Based on the error messages, it would appear that this is a duplicate of bug #562370

Before I mark it as duplicate though, I'll ask you to try the workaround in comment #8 of the bug linked above. Please try

sudo a2dismod reqtimeout
sudo apt-get -f install

then when it succeeds

sudo a2enmod reqtimeout

Please try the above commands, and report back here what the result was.
