Bug Description
This may be a bug in metacity but I noticed it in Evolution so I'll report it here.
I have metacity set to have focus follow the mouse. If I put Evolution in fullscreen, right click on the column headers to get the "Customize Current View" dialog, then move the mouse off the dialog onto the main window then the dialog stays on top as expected. However, if I open either of the two sub-windows (Sort/Fields Shown) then move the mouse across the main window to get to the sub-window the sub-window is sent to the bottom.

Thanks for your bug. What version of Ubuntu do you use? How do you put evolution to fullscreen? Does it happen only in fullscreen mode. What window is sent to the bottom? You get the sort window under the main window? or just behind the customize dialog?
