importds are spamming log messages

Bug Description

We're currently getting email spammed with 4 messages per minute from the importds, containing the following lines:

2010-10-14 22:47:02 INFO Logging INFO and higher messages to /srv/importd.launchpad.net/production-logs/code-import-dispatcher.log
2010-10-14 22:47:02 INFO Creating lockfile: /var/lock/launchpad-codeimportdispatcher.lock
2010-10-14 22:47:02 INFO No jobs pending.
2010-10-14 22:47:02 DEBUG Removing lock file: /var/lock/launchpad-codeimportdispatcher.lock

The first message implies something is rather broken in the log handling.

I'll be shortly redirecting all output from the importds to logfiles.

So this script is obeying our regular pattern, its being run:
LPCONFIG=production $LP_PY /srv/importd.launchpad.net/production/launchpad/cronscripts/code-import-dispatcher.py -v --max-jobs=3 --log-file
             /srv/importd.launchpad.net/production-logs/code-import-dispatcher.log >> /srv/importd.launchpad.net/production-logs/code-import-dispatcher-out.log 2>&1

the -v causes extra output, and thats why things are being shown that are not interesting.

RT 46890 has a better recipe for running our scripts, and if applied to this script it will do as desired - that is it won't be outputting crap on every run.
