'assigned to' page should show no-ops

Just a simple one: /assigned/ should say something like 'no bugs found' (or 'Zaroo Bugs Found' or whatever) when there are no bugs found
Just a simple one: /assigned/ should say something like 'no bugs found' (or 'Zaroo Bugs Found' or whatever) when there are no bugs found. I clicked a few times, thinking I'd yet to get to the page with the assigned bugs.

It does already do that (it says " No bugs are currently assigned to Louise McCance-Price." when I search for name99), but it's sorted of hidden in a large paragraph of text.
This page needs a complete redoing.
