Bug Description
the LD will not let me create a venue without a location ( even as an administrator ). I'd like to have filed an IRC room as a venue for LoCo work with different IRC teams, but I was not able to do so. As a result, it now looks like the IRC room is in the United States.
There should be an option for an Administrator to create a Venue without a location, or at least note it as in "The Internet".

You will be able to do this when the new meeting features are created, however, at this time, LD only knows venues to be actual physical locations.
