Full user list slows loading of page

Not sure if this is a bug or more of a potential future change. When attempting to view a person who's info is restricted, the message "You may not view that entry" comes up at the top with the listing of all the registered users on the system below it. Maybe instead of the full listing, there could be a link to the full listing, giving folks the option to view the entire list or not. On the computer I'm using, the page took longer to load making me think that something went wrong when I simply wanted to view someone's info. I could see this loading slower and slower on my machine as more and more people sign up.
