Bug Description

At the moment the upload processor will give a confusing error when a
user attempts to upload to a distroseries that has not yet been
initialised, e.g.:
bzrtools 2.2.0
+bzr743~
not supported by target series p-series.)
It should probably just note that uploading to the distroseries is not
yet possible.
