add an option to disable the system bell system-wide

Bug Description

Binary package hint: kcontrol

The module in kcontrol that disables the system bell (kcmshell bell) should give the option of disabling it system-wide.

On method to do this is to add:
- exit 0
+ modprobe -r pcspkr
+ exit 0

to /etc/rc.local

I'm not sure what the wishlist is about... but
under "system settings"."notifications"."system bell" seems like a place to disable the bell sound.

however both pcspkr and snd_pcsp now seem to be in the default \etc\modprobe.d\blacklist.conf
So.. no more beeping sounds that drive me and others crazy...

Thanks for reporting this feature request! Unfortunately, at this time Kubuntu does not have the developer manpower needed to implement and maintain many features at the Kubuntu level. This wish would best be reported and tracked at https://bugs.kde.org, so that it can be implemented by the KDE developers themselves. Once implemented in KDE, it will be included in Kubuntu once the KDE version the feature is implemented in reaches Kubuntu.
