[Edgy] Battery Status Systray Icon is misleading

Bug Description

The systray icon of guidance-power-manager, which represents the battery status is quite misleading. As an example, see the attached screenshot of the icon at 94% charged. It looks more like 75%. This isn't mission critical, but quite annoying.

We can only present 4 states with the icon, so we do not have a lot of flexibility.
There was complaints before that battery shows full icon, but it is only at 85%, so we have taken more conservative approach and we use 100% full icon only when battery is on 95% or more. Similarly we use empty icon when below 5%.
You need to look the tooltip if you would like to have more accurate reading.
