Bug Description

A command like the-kraken --prepare would write the log messages to .the_kraken/changes. It would accept a revision or default to the tagged revision from the previous release. It could pop up an editor to edit the file.

--prepare would probably also store version/codename in .the_kraken/pending_release, so that the user didn't have to re-enter them.
