In KDE, placement of windows on multihead is unpredictable

Bug Description

In dapper, on a 3-head machine, whenever I started a porgram, it would appear on the screen which the mouse was in.

So, I could pretty much direct where the newly opened browser, spreadsheet or email would show up; just open the program and move the mouse to the desired screen.

In edgy, one of my screens stopped working, so I have a dual-head now :-(

But, when I open a programm, it sometimes appears in the window where the mouse is, but most of the time not - there seem to be other considerations as to where to open the window.

This bug is not a bug.

Press Start -> System Settings -> Window Behaviour,
The first tab is 'Focus'
Check 'Active Mouse Screen'.

Apparently, this was standard in earlier versions of Kubuntu.
