Bug #618448: ubuntu developers are not able to reject merge proposals on official packaging branches they can upload to ( IBranch.isPersonTrustedReviewer doesn't have logic for package branches ).

Thats because you are considered 'community' - you're not in the review team for that branch. If you cannot upload to it, you are not in the review team for it (AIUI). Can you upload to e2fsprogs?
