Non-latin letters in Java apps

Bug Description
I can't enter non-latin letters (eg. cyrillic) in any third-party Java apps. I see some strange symbols instead of cyrillic letters. But cyrillic input in Eclipse works fine.
I tested it in Zend Studio and in MagicDraw.
My /etc/environment is:

Thank you for taking the time to report this bug and helping to make Ubuntu better. You reported this bug a while ago and there hasn't been any activity in it recently. We were wondering is this still an issue for you? Thanks in advance.
The issue that you reported is one that should be reproductable with the live environment of the Desktop CD of the development release - Gutsy Gibbon, using java6.
