Empty bookmark menupopups in Firefox are not populated with the "(Empty)" placeholder menuitem when they are opened

Bug Description

When a bookmark popup is opened, it is build dynamically. If there are no bookmark items, the menupopup is normally populated with an "(Empty)" placeholder. This doesn't seem to be happening with the unity menu though. See _rebuildPopup in browser/components/places/content/browserPlacesViews.js. For some reason, we aren't activating this code path when the popups open
