Bug Description
The recipe owner and archive AJAX pickers currently lack spinners, meaning that they open empty and lag when switching between pages, without any indication that a refresh is pending.
Other pickers (eg. the bug assignee picker) have a search widget at the top, with the button transforming into a spinner while a refresh is in progress.
