Bug Description
This issue is a continuation of bug 162510. The infrastructure is in place to merge people an team async.
- Expose is_merge_pending over the API
- Add a guard to ensure a merge cannot be requested is a merge is pending.
- Fix the tests to use person to person, team to team examples.
