When using "Make Caps Lock an additional Ctrl" keyboard option, doing a dist-upgrade causes caps lock to revert to a caps lock key

Bug Description
Binary package hint: update-manager
1. Enable "Make Caps Lock an additional Ctrl" (Explained in comment #3)
2. Run update-manager -d and follow the steps
3. Caps lock's behavior reverts to enabling/disabling caps lock during the "installing packages" step (I think)
To fix, I had to go into Keyboard Layout Options, and then uncheck and check the "Make Caps Lock an additional Ctrl" option.
