This must apply only to Lucid since this section was removed beginning in Maverick.

Yes, but Lucid is LTS and the docs woud be nice to have on loco sites for any one interested in preparing to switch.

We don't support this document any more and I don't think it is worth opening it for translations. Apart from anything else we wouldn't use the translations that would be generated, so I would be worried that those translations would be wasted. If local teams particularly want to use the document on their site I would encourage them to translate it manually.
