Bug Description
currently these 2 menu are sub menus of company structure which is correctly only available for multicompany.
hence for single company neither logo(s) nor alternate headers can be defined.
BTW
the access rights are a bit too limited ;-)

Thanks for pointing out the hidden issue !
It has been fixed in lp:~openerp-dev/openobject-addons/trunk-bug-740130-rme By Revision : 4569 <email address hidden>.
It will be merged soon with the trunk-addons.
Would you please give us more information on the 'access rights are a bit too limited' ?
Currently the code of ir.model.access.csv has been updated, so kindly use updated code.
If any further problem still at your side, we are happy to solve it too.
