After some updates today it now appears even the initial workspace will show this, so atm launcher mode 0 seems to be quite unusable.
Am planning a fresh install after the next unity/compiz upgrade (this week ?) and will revisit

Sorry about the noise (maybe

It turns out it wasn't any update that caused this 'new' bad behavior on the initial workspace (WS 1
It doing some testing for another bug had modified the light themes to be borderless and hadn't changed back to the the 1px default.

This is what was causing some windows to go under the launcher in WS 1, returning a border and WS 1 now works properly with launcher mode 0, the other workspaces continue to mis behave

It's possible this and these 2 bugs are interrelated somehow
