Bug Description

From ~Konrad, in Question #152110:
When I try to see the code submited to paste.ubuntu.com I can do it without being logged in; but when I try to download it as a text, I am redirected to launchpad login page. I can't share submitted code with my friends and it makes me use other pastebin websites.

I tried this, and it does indeed require a login to download pastes as text. For example, this link should produce a file containing only "testing, testing, 123":

http://paste.ubuntu.com/591345/plain/

... but instead it goes to SSO for a login.
