I just had a quick look at the isc-dhcp-client.postinst and while it sources the debconf shell lib it does not actually seem to use it?

The error happens rather late in the upgrade (line 5804) and at this point debconf and perl are upgraded. But libgtk2-perl is only in unpacked state, not configured yet (unpacked in line 4722 but never gets configured because the error happens before).
