Bug Description
The global menus seem to be hidden by default until the Alt key is depressed or the mouse moves over the top panel (which in itself is a terrible decision; why not just show them? New users like myself will wonder why the menus aren't working, until they happen to mouse over the top panel by accident!)
Whenever I'm using the Alt key for other things that have nothing to do with the global menu, like whenever I code in Emacs or use the terminal, the Global menu keeps appearing for the active application, which steals my attention. I keep having to look up in the upper left-hand corner all the time because I can't get used to something blinking on my desktop like that. Had my monitor (24" 1080p) been smaller, it might have been easier to cope with, but as it is now I can't tell what's blinking in the corner of my eye.
Just show the menu at all times, please. It makes more sense in every aspect that has any real significance in user experience design (i.e. not necessarily "bling"). :|
