This seems to be connected to #82195. I have got the same problem with similar hardware, although I don't know exactly since when the drivers stopped working properly since I rarely use 3d.
Please check what you get when trying to load fglrx manually: sudo modprobe fglrx

I have a simmilar problem.
I installed all packages according to https://help.ubuntu.com/community/BinaryDriverHowto/ATI
and there is simply no fglrx.ko module anywhere on my harddrive. And
http://packages.ubuntu.com/cgi-bin/search_contents.pl?word=fglrx.ko&searchmode=searchfiles&case=insensitive&version=feisty&arch=i386
reports no found files.
I am using feisty with the kernel 2.6.20-16-generic

After sunning sudo updatedb:

Well, I now found out there is a fglrx.ko module in a directory which updatedb did ignore. In the end it was the enabled composite which prevented the fglrx module from working. Sorry.
But I would still like to know from which package the fglrx.ko actually did come from.
