change_editor for bzr shelve is still not documented enough

Bug Description
While mentioned in 'bzr help --shelve', change_editor , triggered by 'e' is missed.
There was two people asking for it on IRC today.
Aaron proposed:
we could list 'e' all the time, and then error when no change_editor is configured.
I think this would make it more discoverable.
