make check should also report on XXX comments in the code

Bug Description
It would be very good for 'make check' or some other appropriate target to extract and report on all XXX or TODO comments in our code. I have found this very useful in the past when using tools such as doxygen. Having a list of all the XXX comments in the code is a good way to be reminded about things which might otherwise slip through the cracks. Of course, writing bugs is better than sprinkling XXX comments through the code.
