Bug Description
This came up when I was talking to GNOME about tighter integration with my application (deja-dup) which lives on LP. The idea was floated that it would be great if I could have a bugzilla.gnome.org module for the app but synchronize it tightly with the canonical bug tracker on LP.
This could be one-way where it would be easier (i.e. information entered in b.g.o would end up in LP, but not the other way around).
I guess that would mean the following bits of work for LP:
1) The ability to turn on synchronization of comments per-tracker-module instead of per-tracker.
2) The ability to create new bugs in LP when a new bug is created in the external module.
And maybe other issues I'm not thinking of?

@Michael please file a separate bug for the 'new bugs automatically show up in LP' aspect. Thanks!
