No apparent way to request new source packages be added in Soyuz

Bug Description
So, I go to file a bug on Ubuntu gnomebaker
So, I go to file a bug on Ubuntu gnomebaker. I go to:

I search for "gnomebaker" in the source package name dropdown, but no results are returned.
So, I can't file a bug on the package I think I want to file it on. What do I do next? :)
I think Soyuz needs a way to:
1. Allow privileged users (perhaps just the admin team) to add source packages to distros in the system via the web UI. (If such a thing exists already, I can't find it.)
2. Allow unprivileged users (!admin) to request adding of a source package in a distro. This could pass through a moderation queue, and give the moderator (an admin hopefully, as per #1) a chance to respond by pointing the user to the correct sp name, or by simply adding the sp name in a certain distro. (If such a thing exists already, I can't find it.)
Once that functionality exists we can tweak the +filebug Source Package Name search to give the user a suggestion of what they can do if they can't find the package they're looking for.

Once soyuz is managing distributions properly, the lack of a sourcepackagename in a distribution is an explicit indication that the sourcepackage is not in the distribution and thus it makes no sense to file a bug against it, none at all.
I'm not sure if such an elaborate solution as you describe is worthwhile in the short term, but perhaps others will disagree with me.
