Could you please press 'CTRL+D' on the prompt to proceed with the boot and once you're logged in run the following command from a terminal:
$ apt-cache policy udev

and paste the output here. Thanks

Looking at the attachments in this bug report, I noticed that "Reboot screenshot" was flagged as a patch. A patch contains changes to an Ubuntu package that will resolve a bug, since this was not one I've unchecked the patch flag for it. In the future keep in mind the definition of a patch. You can learn more about what qualifies as a patch at https://wiki.ubuntu.com/Bugs/Patches. Thanks!

  * Go back to the real 171.
  * libudev/libudev-monitor.c: Revert the usage of SOCK_NONBLOCK in
    udev_monitor_new_from_netlink_fd(). This causes boot failures (stuck in
    initramfs) for a lot of people. Many thanks to Loic Minier for bisecting
    this!
