please remove the ntp-server binaries from feisty, not built anymore by the source package

Will remove the following packages from feisty:

ntp-server | 1:4.2.0a+stable-8.1ubuntu6 | hppa
ntp-server | 1:4.2.0a+stable-9ubuntu2 | amd64, i386, ia64, powerpc, sparc
