The terminal log of the update process contains:

Setting up cups (1.4.6-5ubuntu1.2) ...
start: Job is already running: cups
invoke-rc.d: initscript cups, action "start" failed.
dpkg: error processing cups (--configure):
 subprocess installed post-installation script returned error exit status 1

Looks like CUPS is already running during the update. Can you kill all processes of cupsd and then try the package installation/update again?

Looks like a service started before CUPS during boot has taken CUPS' port 631. Can you run the command

sudo lsof -i :631

Usually such services are not fixed on port 631 but take a random port. So after a reboot of your system, CUPS should return to work normally. So repooting and running

sudo apt-get install -f
sudo apt-get dist-upgrade

all should be OK again.

Fine how do you reboot a chroot environment? Please do mark this as fixed. A workaround may work for one , but not the other. If I figure out how to fix it I will post.
