Windows: the pyinotify implementation ignores the termination

Bug Description

When trying to shutdown syncdaemon with CTRL-C, twisted finishes its main loop but the program does not end. If I hit CTRL-C again, I get error messages saying "a LoopingCall that is not running can't be stopped".

Setting as commited since the branch that fixed the windows fsm does stop this issue.
