Bug Description
There's a lot of information on +localpackagediffs, and it's essential
that users are given the ability to filter this by package-set.
A suggested solution is to make the "Package-sets" column header
clickable. A click should load a picker from which one or more
package-sets can be selected. Accepting the choice should reload the
page.
