CRM Helpdesk don't list categories without Section

Bug Description
The field 'section_id' of CRM categories is not required. I understand that the categories without Section are public/generic categories so they will be listed and selectable from a CRM Case.
The 'domain' attribute of CRM Helpdesk field 'categ_id' doesn't support this condition.

Hello,
I have checked your issue and I have faced the problem when the blank "section_id" passed in helpdesk.
Now it is showing only those category which have no sale team define But It should be display all listed categories if sales team is not selected in helpdesk form.
And If I select the Sale Team then it will display only this team's categories and it is working as expected.
I have checked the above patch but it is also not working correct.
