Bug Description

Binary package hint: ffmpeg

Currently enabling x264 on Ubuntu ffmpeg in AMD64 causes a FTBFS because we link against non-PIC x264. This debdiff instead instructs a link against PIC x264. According to the x264 community the difference in performance between PIC and non-PIC is negligible, so for simplicity's sake the patch affects all architectures.

   * Have ffmpeg link against the PIC version of x264. Fixes FTBFS on amd64.
     * Does not affect Ubuntu, only applicable when DEB_BUILD_OPTIONS=risky
