Hi NoahY! Thanks for taking the time to file this bug report and help us make Ubuntu better!

It would help quite a bit to diagnose and/or reproduce this problem if you could include these two files:

/etc/mysql/my.cnf
/var/log/mysql/error.log

Without those its impossible to determine why mysql is failing to start.

Marking Importance Medium as it does not affect all users (able to install mysql on 11.04 without issues). Setting status to Incomplete pending response from NoahY.

Changed in mysql-5.1 (Ubuntu):
status: New → Incomplete
importance: Undecided → Medium

This looks similar to bug 776226 - but as not progress on that bug report as well not marking as duplicate for the time being.

Hello, we apologize for not getting back to you in a more timely manor but as this pertains to a packaging bug the same behavior will not be experienced in the same way in a newer release so we will proceed to close this out

Thank you for reporting this bug to Ubuntu. We are sorry that we do not always have the capacity to look at all reported bugs in a timely manner.

This bug is for a very old release and as a packaging bug it will not affect a newer release in the same way.
