Bug Description
The openvista-databases init script currently starts journaling (and turns on replication in 0.9.0+) for the DEFAULT region. If any other journaling-enabled region is set up, openvista-databases should prepare it in the same way.
Also, non-journaled regions similar to SCRATCH should probably be recreated the same way as SCRATCH.
