Quantum project is missing any sort of "LICENSE" file that is needed to ensure that we meet "legalese" requirements.

Bug Description
Quantum project does not contain a LICENSE requirement. This is a framework change that should have been put in from day 1 but we should rectify this to ensure that all code packaged by Jenkins contains the appropriate LICENSE file.
