Network Manager Applet appears in the Notification Area rather than the Gnome Panel itself

Bug Description

Binary package hint: network-manager-gnome

Running Feisty from the repositories, network-manager-gnome just installed as a dependency of ubuntu-desktop. Seems to be a good choice, though I note that the icon with which one interacts with it appears not as a Gnome Panel icon, but rather as a Notification Area icon. This is something of an abuse of the Notification Area, since it should be for notifying the user of something they have to attend to (e.g. software updates) or be informed of (e.g. please restart Ubuntu ASAP after a Linux Kernel upgrade), rather than an always-on icon which should be handled by a Gnome Panel icon.

Perhaps this is best a 'wishlist' type bug; please make the Network Manager Applet an actual Gnome Panel Applet :)
