Encrypted swaps are created but not enabled

Bug Description

Binary package hint: cryptsetup

Encrypted swaps are created by /etc/init.d/cryptdisks (usually started with /etc/rsS.d/S26cryptdisks-early), but they are enabled by checkroot.sh (usually started with /etc/rcS.d/S20checkroot.sh)...

This results in creating but not enabling the swaps because S20* is started before S26*.

I'm using cryptsetup 2:1.0.4-8ubuntu2 and feisty amd64.
