Bug Description

RabbitMQ does not configure if there is something running under default installation port 61613

I think that is better do not start server after package installation.

Out of interest, what service was running on port 61613?

Developer note:
The logic for starting the service probably needs to handle a failed start better, and not block package configure.

I have similiar error, but nothing runs on port 61613.
