[Dapper] Tuxpaint doesn't pick up any localisation files

Bug Description
This is the underlying problem which has caused bug #75337. It is the same in British English.
Tuxpaint in dapper doesn't use the localisation info for stamps - it uses the US english text.
I think this may be because the language files are in with the stamps in a .txt file with the same name as the name of the stamp. This may need special treatment by the packager.

I'll check to see if this is still a problem - I think it may have been fixed as there is some code in the packaging which deals with the po files now.
